Bài toán phụ thuộc nguồn nguyên liệu của ngành nhựa Việt Nam
Ngành nhựa đang được hưởng lợi từ sự tăng trưởng chung của nền kinh tế cũng như của các ngành tiêu thụ nhựa như bất động sản – xây dựng, mặt hàng thực phẩm và phi thực phẩm. Tuy nhiên ngành này cũng đang gặp phải không ít khó khăn, trong đó lớn nhất là về nguyên liệu.
Còn nhiều dư địa tăng trưởng
Trong những năm gần đây, nhựa là một trong những ngành công nghiệp có mức tăng trưởng cao với tỷ lệ từ 16-18%/năm, chỉ đứng sau ngành viễn thông và dệt may. Tăng trưởng GDP cao trong năm 2017 (6,81%/năm) và những dự báo lạc quan cho 2018 cũng là những tín hiệu tốt cho ngành nhựa.
Theo thông tin từ Hiệp hội nhựa Việt Nam (VPA) trong năm 2017, tổng giá trị xuất hẩu ngành nhựa Việt Nam đạt trên 3 tỷ USD, tăng 17,6% so với năm 2016. Số kg nhựa sử dụng tính trên đầu người tại Việt Nam cũng liên tục tăng qua các năm, năm 1990 chỉ là 3,8 kg/người/năm, đến năm 2010 con số này đã tăng lên 33 kg/người/năm và đến năm 2017 lên mức 41 kg/người/năm.
Dư địa phát triển trong nước của ngành nhựa vẫn còn lớn bởi mức tiêu thụ này là khá thấp so với nhu cầu của khu vực châu Á là 48,5 kg/người/năm và trung bình toàn thế giới là 69,7 kg/người/năm.
Cơ hội từ ngành bất động sản, thực phẩm và phi thực phẩm
Với phân khúc nhựa công nghiệp và nhựa vật liệu xây dựng, Việt Nam là thị trường có sức cầu lớn do sự nóng lên của thị trường bất động sản.
Ngoài ra, phân khúc nhựa bao bì có tiềm năng phát triển mạnh mẽ trước sự tăng trưởng của ngành thực phẩm, cụ thể là tiêu dùng cà phê hòa tan (tăng 12,2%/năm), bánh mứt kẹo (9%/năm), nước sốt và gia vị (7,7%/năm).
Ngành phi thực phẩm cũng có mức tăng trưởng ấn tượng trong những năm qua và hứa hẹn cơ hội phát triển cho ngành nhựa, chẳng hạn phân khúc giặt tẩy, dung dịch vệ sinh bề mặt, sản phẩm chăm sóc da-tóc-cơ thể, dung dịch vệ sinh bề mặt đều có mức tăng trưởng từ 9-15%.
Nhưng giá trị gia tăng chưa cao
Hai dòng sản phẩm chiếm tỷ trọng lớn nhất ngành nhựa là nhựa bao bì (39%) và nhựa gia dụng (29%) nhưng đây cũng là hai ngành có giá trị gia tăng thấp nhất. Nhựa kỹ thuật có giá trị gia tăng cao nhưng lại chỉ chiếm 15% cơ cấu ngành.
Theo Quy hoạch phát triển ngành nhựa Việt Nam đến năm 2020, tầm nhìn đến năm 2025 của Bộ Công thương, ngành nhựa sẽ chuyển dịch cơ cấu theo hướng giảm dần tỷ trọng các nhóm sản phẩm nhựa bao bì và nhựa gia dụng, tăng dần tỷ trọng nhóm nhựa vật liệu xây dựng và nhựa kỹ thuật có tính chất cơ lý đặc biệt chuyên dùng trong thi công công trình và hoạt động công nghiệp.
Nhóm hàng nhựa kỹ thuật đã có thời điểm chiếm 20% cơ cấu ngành nhưng sau đó lại giảm xuống còn 15% vào năm 2016.
Không chủ động được nguyên liệu
Theo Hiệp hội Nhựa Việt Nam (VPA), tính đến năm 2016, mỗi năm ngành nhựa Việt Nam có nhu cầu khoảng 5 triệu tấn nguyên liệu nhựa và hàng trăm loại phụ gia, trong khi nguồn sản xuất trong nước chỉ cung cấp được khoảng 900.000 tấn nguyên liệu/năm. Theo số liệu từ Tổng cục Hải quan, năm 2016 Việt Nam phải nhập khẩu 4,54 triệu tấn nguyên liệu chất dẻo trị giá gần 6,3 tỷ USD, tăng 15,7% so với năm 2015.
Từ năm 2016 đến nay, tình hình nguyên liệu nhựa không có chuyển biến tích cực. Dự án lọc hóa dầu Nghi Sơn được kỳ vọng đi vào hoạt động vào giữa năm 2017 và sản xuất hơn 380 nghìn tấn hạt nhựa PP theo chứng nhận đầu tư. Thế nhưng dự án này liên tục chậm tiến độ và dự kiến phải đến tháng 5/2018 nhà máy mới đi vào sản xuất.
Tại Đại hội cổ đông CTCP Nhựa Đông Á (Mã: DAG), ông Nguyễn Bá Hùng – Chủ tịch HĐQT cũng chia sẻ về thực trạng thiếu nguyên liệu nội địa. Ông cho biết, tùy thuộc vào loại nguyên liệu cụ thể (PP, PET, PS…) doanh nghiệp nhựa trong nước phải nhập khẩu từ 60-80% nguyên liệu.
Nhựa Đông Á còn có tình trạng nhập khẩu nguyên liệu nhựa kéo dài từ 45 đến 60 ngày nên Công phải tích lũy một khối lượng nguyên vật liệu tồn kho lớn để đảm bảo nhu cầu sản xuất. Điều này khiến tồn kho DAG trong năm qua tăng đến 20% lên hơn 540 tỷ đồng.
Rủi ro tỷ giá và chi phí đầu vào
Việc phụ thuộc vào nguyên liệu nhựa nhập khẩu không chỉ khiến cho các doanh nghiệp bị đọng vốn vì phải tích trữ nguyên liệu mà còn tiềm ẩn rủi ro về tỷ giá, giá dầu thế giới. Mỗi khi tỷ giá VNĐ/USD tăng sẽ khiến chi phí nguyên liệu đầu vào của các doanh nghiệp nhựa tăng theo.
Chi phí nguyên vật liệu lại chiếm khoảng 70-80% giá thành sản phẩm, dẫn đến giá bán của các doanh nghiệp trong nước rất khó cạnh tranh với các quốc gia có sản phẩm xuất khẩu tương tự.
Mặc dù tỷ giá tăng sẽ tác động tích cực tới xuất khẩu, tuy nhiên tác động này không lớn do Việt Nam là nước nhập siêu về nhựa, ước tính giá trị nhập siêu trong năm 2017 là hơn 10 tỷ USD.
Thuế nhập khẩu nhựa nguyên liệu PP tăng từ 0% lên 3%
Thuế nhập khẩu đối với hạt nhựa PP là tăng từ 0% lên 1% từ ngày 1/9/2016 và lên 3% từ ngày 1/1/2017. Theo tính toán sơ bộ của VPA, với mức thuế nhập khẩu tăng là 3% thì chi phí phát sinh mà các doanh nghiệp nội phải trả cho doanh nghiệp xuất khấu trong khu vực FTA năm 2017 sẽ là 1.870 tỷ đồng.
Theo lý giải của Bộ Tài chính hồi tháng 2/2017, hạt nhựa PP là sản phẩm hóa dầu trong nước đã sản xuất được nên cần đánh thuế hạt nhựa PP nhập khẩu để khuyến khích hàng nội địa.
Tính toán của Bộ Tài chính khi đó, nhà máy lọc hóa dầu Bình Sơn đã sản xuất được 150.000 tấn hạt nhựa PP/năm, còn nhà máy lọc hoá dầu Nghi Sơn có công suất thiết kế là 400.000 tấn/năm, dự định năm 2017 sản xuất khoảng 100.000 tấn, năm 2018 trở đi sản xuất 300.000 tấn/năm.
Tuy nhiên như đã nêu ở trên, lọc hoá dầu Nghi Sơn bị chậm tiến độ và đến tháng 4/2018 vẫn chưa sản xuất được nhựa PP như dự tính của Bộ Tài chính. Như vậy, nguồn nguyên liệu trong nước vẫn tiếp tục thiếu trong khi doanh nghiệp nhựa vẫn phải đóng thuế khi nhập khẩu nguyên liệu.
